 Updates to remove halo region from the surface/nsst file.

 Add new flag `REGIONAL` to control halo processing. When '1', remove halo
 from atmospheric and surface/nsst grids and create atmospheric boundary
 file. When '2', create boundary file only. When '0', process as normal for
 a global grid.  The default is '0', which makes things backwards
 compatible.
