 The unified post

 Meng provided has been tested for processing FV3GFS foreasts in two
 experiments,

 1) GFS forecast-only experiment at C768 resolution.  nemsio files at
 0.25-deg lat-lon resolution and on model native vertical grid are fed into
 the post. It produces 0.25-deg master files on prescried 47-layer isobaric
 layers and 0.25-deg grib2 flux files, which is new for FV3GFS. Master
 files are bit-wise identical to those made with the offline post4fv3
 version. See Luna:/gpfs/hps3/ptmp/emc.glopara/prfv3test1/gfs.20170829/00
 for the test.

 2) Rocoto-based cycled experiment at C384 resolution.  GDAS 9-hour
 forecasts in netcdf and 6 tilers  are firsted converted to nemsio format
 at C766 Gaussian grid, which are then fed into the post.  POST
 successfully produced master files and flux files on Gaussian grid.  Down-
 stream products were also made. See

 The unified post has new options to allow users to decide whether or not
 to run GEOS imaging, GTG icing and Flx generation.

 This concludes the evaluation of the unified POST.  Scripts in tic #21 has
 been updated to uses this unified POST instead of teh offline post4fv3
 version.
