 global_cycle.sh] - Remove unused variables. Update prolog. Add new
 variables `FSLPL`, `FVETL`, and `FSOTL` to turn off nudging of slope,
 vegetation and soil type. These static fields will be set when a new grid
 is created from the CHGRES step.  Some initial tests (and tests I have
 done over the past several years) showed that - although they call the
