 * Fix error in read of orography (variable OROGO) - was reading the
 "orog_raw" record instead of the "orog_filt" record.
 * Set unfiltered orography (variable OROGO_UF) from the "orog_raw" record.
 Previous it was equated to OROGO.

 These changes were made so the soil substrate field (TG3) created by
 `CHGRES` will match that from the `CYCLE` program.  This field is static
 (and a function of the terrain), so all programs that call `sfcsub.f`
 should produce the same answer.
