 The SST analysis is being read in, however, how it is used is a mystery.
 The previous comment of not being read has been corrected. Using {{{FTSFS
 = 0}}} is only appropriate for the GDAS cycle. Further investigation is
 required for the GFS cycle.

 > Upon further investigation, it appears that no matter what the value of
 {{{FTSFS}}}, which is the e-folding time for relaxing SST to climatology,
 the model will not read and replace the SST values at initialization,
 because the block of code that does this is commented out in
 {{{sfcsub.f}}}. See lines 3737-3757 in {{{sfcsub.f}}}.
