 It was discovered that the surface fields were not being updated despite
 passing correct filenames for SST, snow and ice because the update
 frequency in the '''&namsfc_nml''' section of the namelist was set to
 99999, which implies cycle within the model.

 Changes were made following discussions with George.Gayno and
 Fanglin.Yang. It is still unclear how the {{{sfcsub.f}}} will handle the
 update for a forecast longer than 24hrs; i.e. will the model nudge/adjust
 the surface fields from the files passed for all times and not just the
 initialization time. George.Gayno has offered to investigate this in the
 GFS cycle with a 10day forecast.
 The new settings are appropriate for the GDAS cycle and were committed to
 the branch.

 All this is new territory since we do not update the surface fields via
 global_cycle. If we could adapt global_cycle to update the surface fields
 on the native grid, this will not be needed.
