 Ticket to add scripts and utilities for cycling experiments.

 Changes to the data assimilation scripts are documented in the
 [https://svnemc.ncep.noaa.gov/trac/gsi/ticket/638 ticket:638] in the GSI
 project.

 With the exception of full suite of end-to-end post-processing, inline
 verification and full archive, all steps required to perform cycling with
 data-assimilation are implemented within a Rocoto-based workflow and are
 tested within this branch.

 Limited post-processing is performed to save necessary files to perform
 offline verification and diagnostics. Full suite of post-processing will
 be left to the appropriate post script team.

 Only offline verification and diagnostics will be available through this
 ticket. Inline verification and other verification related tasks will be
 left to the verification team.

 Archiving is done only to enable restart capability and offline
 verification. Subsetting for NHC products for e.g. or everything else is
 not within the scope of this ticket and will be left to the appropriate
 team.
