 '''9)''' In the trunk version, fv3gfs_driver_chgres.sh and
 fv3gfs_chgres.sh were used to create cold-start initial conditions. In
 this update, Fanglin wrote a new driver global_chgres_driver.sh  to call
 global_chgres.sh to create ICs using NEMS GFS analyses.  global_chgres.sh
 provided by George Gayo contains more functionalities than
 fv3gfs_chgres.sh.  In the future, only global_chgres_driver.sh and
 global_chgres.sh will be maintained.

 '''11)''' exglobal_fcst_fv3gfs.sh.ecf is currently used to run the stand-
 alone FV3GFS which does not contain the latest IPD4 and NSST options.  The
 DA cycling workflow is still using this script because NEMS FV3GFS is yet
 to be updated to include stochastic physics and analysis increment. Not to
 interfere with the DA development, a new forecast script
 exglobal_fcst_nemsfv3gfs.sh is created to run NEMS FV3GFS with IPD4 and
 NSST included. The two scripts will eventually merged together after the
 NEMS FV3GFS is updated and the DA development is switched to the NEMS
 version.
