 According to Rusty, the IPD version of the model expects the surface and
 NSST records in one file, and is read by routine
 [https://svnemc.ncep.noaa.gov/trac/fv3/browser/trunk/io/FV3GFS_io.F90?rev=89940#L158
 sfc_prop_restart_read].

 Currently, `chgres` outputs separate surface and NSST restart files.
