 Begin my review of this ticket.

 First, I checked out r90627 of Tom's branch on Luna and Theia, then built
 the executables.  Note, on Cray a local copy of the `sfcio` library is
 used (Fanglin will remove this dependency under another ticket).  So that
 library was first built using the
 [https://svnemc.ncep.noaa.gov/trac/fv3gfs/browser/branches/black/fv3gfs/lib/build_sfcio.sh?rev=90627
 build_sfcio.sh] script.

 Then, the executables were built:

 On Theia:
