[Ncep.list.emc.fv3gfs_tickets] FV3GFS Ticket #14: Modify global_chgres to output NSST data in NetCDF format

For this group, I would announce that GFDL has performed 74 retrospective
hindcasts (as NGGPS phase-2) at C768L63 with the standard Zhao-Carr MP. We
also performed the same 74 cases with the GFDL MP.

The 500Z ACC with the IPDv4 with Zhao-Carr is pretty much the same as in
the NGGPS reports done using an older version of GFS physics.

With GFDL MP, and without tuning the convection scheme (which is needed
eventually), the ACC is 4% better than the Zhao-Carr at day-10.
