[Ncep.list.emc.fv3gfs_tickets] FV3GFS Ticket #14: Modify global_chgres to output NSST data in NetCDF format

The IPD version of the FV3GFS was programmed to expect the NSST data in the
surface file as per a request from Xu Li during the development of the IPD
version.
