 The
 [https://svnemc.ncep.noaa.gov/trac/fv3gfs/browser/trunk/global_shared.v15.0.0/sorc/global_chgres.fd?rev=90574
 global_chgres] program outputs NSST data on the target grid in NEMIO
 format.  To begin testing the NSST module in FV3GFS, the file format must
 be changed to NetCDF.

 Initial scope of the work is:
 * Remove routine `write_fv3_nsst_data_nemsio` from
 [https://svnemc.ncep.noaa.gov/trac/fv3gfs/browser/trunk/global_shared.v15.0.0/sorc/global_chgres.fd/read_write.f90?rev=89916#L1060
 read_write.f90].
 * Add a new routine to `read_write.f90` to output the same NSST fields in
 NetCDF.
