 After the latest trunk update, some of the verification jobs (e.g.
 rainfall scores and fits) and the arch step failed to work because of the
 change of COMROT directory structure and file names.  A new branch is
 created
 https://svnemc.ncep.noaa.gov/projects/fv3gfs/branches/fanglin.yang/trunk_r89554
 to make future updates.  A few utilities and scripts also need to be
 updated to use NEMS FV3GFS with IPD-v4.  This branch will be used these
 development.
