 After the destination of the restart files were adjusted, the logic to
 warm start the model was not updated, fixed now in
 {{{exglobal_fcst_fv3gfs.sh.ecf}}}.

 Added option to return {{{fv3gfs_regrid_nemsio.sh}}} regridded files in
 NCO naming convention so that Jeff Whitaker's workflow does not break. The
 default is to use user specified names.
