 Feedback from George.Gayno:
 {{{LONB, LATB}}} are internally calculated if defaults (0) are used. Thus
 the user can specify or the program will use the defaults. Also, removed
 unused script variables such as {{{COMIN, COMROT, CDATE}}}. They are not
 necessary for {{{global_chgres}}}. All is needed in the atmospheric and
 surface files, e.g. atmanl and sfcanl to be chgres'ed to FV3. The driver
 script required is reduced to bare minimum of 5 lines tops and frankly is
 not required if the appropriate script variables are defined correctly.
