[Ncep.hmon] Proposing to remove input GFS/GDAS/ENKF files for 2016 and 2017 storms from wcoss cray/dell disks

Specifically, the period from Harvey through Maria is really useful for
further T&E of 88D work.   Something like 8/20 - 9/25... that's all I would
need.
