[Ncep.hmon] Proposing to remove input GFS/GDAS/ENKF files for 2016 and 2017 storms from wcoss cray/dell disks

Jason,

I am saving/moving 2017 GFS/GDAS/EnKF data from lfs3 to lfs4 on jet:
/lfs4/HFIP/hwrf-data/hwrfdata_PROD2019_H220/2017

You may retrieve data from there if you are not immediately using them?
