[Ncep.hmon] Jet disk clean-up

To run a H20C experiment, we need 19T for 6 priority storms. So,
/lfs3/hwrfv3 only can run up to 2 or 3 experiments, assuming we have ~60T
available disk.

We may need to ask Jet helpdesk to borrow some more lfs3 disk space.
