[Ncep.hmon] [hmon] trunk updates

hmon_trunk has been updated:

to build go to sorc directory and enter "sh build".  This will traverse
each subdirectory and run the build script of each one. There is also an
install.sh that moves all the executables from the source subdirectory to
the exec directory.

This doesn't build mpiserial as that will be also updated in a separate RFC
(CDF?). On luna you can link it from here
/gpfs/hps/emc/hwrf/noscrub/Dan.Iredell/save/mpiserialstuff/exec/mpiserial
