[WAM-IPE] Questions on Weiyu's recent commit related WAM restart

Here are two questions on your recent commit related to WAM restart:

1. Why we only have two restart files for upper air? Do we usually have 4:
grdr1, grdr2, sigr1, sigr2?-

sig_ini ->
/scratch3/NCEPDEV/swpc/scrub/swpc.spacepara/rt_117374/swpc%20090115_2day_wam_gsm%wam%T62_restart/RESTART/grdr1

sig_ini2 ->
/scratch3/NCEPDEV/swpc/scrub/swpc.spacepara/rt_117374/swpc%20090115_2day_wam_gsm%wam%T62_restart/RESTART/sigr2

in addition to surface restart file:

sfc_ini ->
/scratch3/NCEPDEV/swpc/scrub/swpc.spacepara/rt_117374/swpc%20090115_2day_wam_gsm%wam%T62_restart/RESTART/sfcr

2. It seems that in atm_namelist.rc:

passive_tracer:          .false.

Do we have previously:

passive_tracer:          .true.

What value should we use here?
