[WAM-IPE] WAM-IPE trunk external for NEMS points to non-existent branch

Hi Sam,

  Ok. I fixed the problem with the externals (as far as I can tell). It also looks like the IPELIB might be pointing to the wrong place as well, so I’ll talk to Naomi about that and fix that one too.
