[WAM-IPE] compilation issue was svn:external version

Hi,

The compilation issue Houjun encountered was an error in the svn:externals
at the application level.  The externals were pointing to an old revision
of the GSM source code:

-NEMS/src/atmos/gsm  -r78454
https://svnemc.ncep.noaa.gov/projects/gsm/branches/WAM-IPE/milestone4
+NEMS/src/atmos/gsm
https://svnemc.ncep.noaa.gov/projects/gsm/branches/WAM-IPE/milestone4

I have updated the externals to point to the head of the milestone4
branch.  That means you will always get the latest GSM source.

Please do an "svn update" from the application level (directory above
NEMS/) and try again.
