[WAM-IPE] Plot tec/nmf2 etc?

Here is the new IPE postprocessor code. I have tidied it up to be more
useful.

You need the following files on Theia:

directory:

/scratch3/NCEPDEV/swpc/noscrub/George.Millward/convert_ipe

interface_to_fixed_height_single_file.f90
GIP_Fixed_GEO_grid_lowres_corrected.bin
run_ipe_postprocessor.sh

To run it yourself you just need to edit the 'run_postprocessor.sh'
and define the run directory, data directory and input/output files.
I have used a binary version of the GIP grid 'GIP_Fixed_GEO_grid_lowres_
corrected.bin'
because this reads in much faster than the formatted version.

The output file contains (91,90) grids of:

TEC
NmF2
hmF2
Ne_300km  - in order in a single file.

Get back to me if you have any questions.

Should also work on WCOSS (with a different module load).

I am finishing up the work on an IDL grpahics prog which deals with this
output. I'll get that to you soon.
