Pablo,

Today.  You blew no money as these were late action items.  AGO does the
best they can with everyone dumping last minute requests in quarter 4 and
expecting hundreds of packages to be completed in less than 2 months.  We
as NCO did 92 C-request purchases throughout the year and also many credit
card purchases.  We are able to accomplish this feat by planning our
spending throughout the year.  The end of year dump comes from everyone
dumping left over money.

You ask could it have been prevented?  Yes, as stated above if proper
planning throughout the year we can track the expenditures easily.  By
doing 15+ transactions at the last minute (not saying NHC but all areas)
causes everyone to have to juggle and move very fast.  As we know moving
fast can cause errors like we experienced here.

To help you understand that we are with you in the fight we had a $300K+
procurement submitted in April that was cancelled by a glitch in the
system.  It was resubmitted in June only to 2 weeks ago almost get denied
as it was sent to a group that could not make the purchase.  This would
have cost several operational systems to fail as they would not have had
maintenance on the hardware nor licensing to have the virtual machines
running.
