Technical Issues Summary:

GFE/NCP issues: NWPS Pacific wave height data is too coarse along the  
coast. This issue started occurring a few months ago. The NWPS Atlantic  
does not have the same issue. This was previously an issue with the  
GlobalWave/WW3 model when we transitioned from AWIPS1 to AWIPS2, and also  
cropped up again with build 16.4 earlier this year when NCF TT #115206. It  
appears the fix was applied to the GlobalWave smart init when that TT was  
closed, and the fix also must be present in the Atlantic NWPS smart init,  
but it needs to be added to the NWPS Pacific smart init  
(Local_nwpsNH1CG1.py). Dr. Landsea also reported this issue when working  
the Pacific desk a few weeks ago. It is especially important in the Gulf of  
California as well as other coastal locations in the EPAC Offshore Waters  
areas.
