FYI, I sent this back to the HSU list:

The EMXI tracker is fine for 04/18Z - the issue is that the raw NCEP
tracker run on the 12Z ECMWF fields (EMX) ends after 66 hours (see below).
That is why EMXI stops after 72 h for 18Z. For some reason the NCEP
tracking algorithm lost the vortex after 66 hours, so its an issue there,
not with the ATCF.
