[Ncep.list.tsbadmins] shutting down snap1 and snap2 for 24 hours

All,

Per Kevin's direction(Michelle Mainelli approved ),we are shutting down
snap1 and snap2 systems in SS for 24 hours,we don't expect any impact to
customers with this change as we are not routing any data to customers.
