>From June 2014 through March 2015, several members of the National Weather
Service (NWS) Hydrology Program leadership team met routinely with
representatives of the NWS Employees Organization to develop a shared
vision for the National Water Center (NWC) and to establish its mission and
major functions.  The resulting overview document (attached) includes the
vision, mission and core values statements for the NWC, describes the NWC’s
major development, support and operational functions, and then briefly
explains the NWC organizational structure and how functions map into that

The NWC was completed in February 2014 and NOAA began staffing the NWC in
May 2014.  The NWC officially opens with a ribbon cutting ceremony on May
26, 2015.  The establishment of the NWC launches a major transformation and
modernization of hydrology and water resources science and services within
the NWS.  By augmenting existing regional River Forecast Centers with a
collaborative national center, the NWS water mission area mirrors the
highly successful structure of the meteorological side of the NWS.  The NWC
will play a critical catalytic role in enhancing water-related products and
decision-support services in support of the strategic objective of the NWS
to build a Weather-Ready Nation, and will become a key component of NOAA’s
efforts to build community resiliency in the water and drought arena.

Moreover, the NWC is an unprecedented opportunity to improve interagency
coordination and collaboration in the water sector to address 21st century
water resources challenges such as water security and hydrologic extremes.
Each function planned for the NWC can be improved by strong interagency
involvement, spanning a gamut from liaisons to supporting interagency
situational awareness and ensuring critical information is well
communicated across the country, to joint planning and co-developing new
science and transitioning research to NWS water prediction operations.  We
are pleased that U.S. Geological Survey staff will be joining us in the NWC
in early May.

The attachment is a living document that will evolve over time. It serves
as a benchmark describing the starting point of the NWC as it begins its
important mission.  I encourage you to take a few minutes to read through
the document and learn more about the NWC.
