[Ncep.list.ntbn_nbuild] AWIPS2 17.2.1 RHEL7 Upgrade on NTBN

Root cause was passed along, it wasn't any process on our end but steps out
of order in the instructions. Platform is now officially released, though
there are issues being worked.
