[Ncep.list.ntbn_nbuild] AWIPS2 17.2.1 RHEL7 Upgrade on NTBN

We've run into some difficulties with one device (dx2-ntbn), otherwise the
rest of the platform is at RHEL7. We're working with the NCF and others to
bring the remaining device up, but the full installation (post-install and
AWIPS) won't be able to complete until Monday.
