[Ncep.list.ntbn_nbuild] restarting EDEX on DX3 and DX4

The GOES-16 incremental RPM release has been installed on NTBN - this 
requires a restart of EDEX on DX3 & DX4, which will begin shortly. I'll 
send another email once the EDEX restart is complete.
