Not all NWS Weather Watches/Warnings/Advisories are  updating on nowCOAST
map viewer and map services at NOAA IDP Data Center College Park.
Therefore, NWS/NCEP/NCO will failover nowCOAST operations from College Park
to the IDP Data Center at Boulder.
