The issues are specific to how the app treats Theia and Cheyenne. I'm going to work with the developer to come up with an alternative solution. This commit should have no impact on anyone. It is the first of three commits to port the NEMS FV3; the other two are to FV3 and NEMSfv3gfs. We're doing this one first because it requires the most testing but has nearly zero impact.<br><br></div>I am running tests of all apps today.
