REGRESSION TEST / COMPSET RUNNER UPDATES (NEMSLegacy, nems)
Committer: Sam Trahan

This mainly fixes bugs in the rt.sh and rtgen system and adds a few requested features. This was detailed in an earlier email. However, there will be a few NEW additions this commit:

- The rt.sh will abort if you are on WCOSS Phase 2, Yellowstone or GAEA. You can override this with -F. This fixes the a common mistake: users accidentally ran on WCOSS Phase 2, which breaks the GSM tests
- Documentation of the system is added at the NEMSLegacy level.
- Move the produtil external out of the app, into the nems. This will add a recursive external: checking out the NEMS external checks out a produtil external within.

4. MONITOR NEMS RESOURCE USAGE (NEMSLegacy, nems)
Committer: Sam Trahan

Adds resource usage reporting to a "nemsusage.xml" file, written at the end of the NEMS execution. This is purely a source code change in the NEMS/src level.

Sincerely,
Sam Trahan
