I'll be committing some changes later today that
are minor changes to the regression test
scripts. None of these changes will modify the
results. Specifically:<br>

1. Regression test inputs and baselines on WCOSS
will move to /nems/noscrub/emc.nemspara, and will
be owned by a new emc.nemspara account.<br>
<br>

2. The rt.sh will detect failures of the configure
or compile steps, and will abort the tests on
failure. The previous behavior was to either run
tests with the old NEMS.x or run with no NEMS.x,
depending on how exactly the configure or compile
failed.<br>

<div>3. All compile steps are logged in Compile_*.log,
instead of just the last compile.<br>

4. Files with _VARNAME_ substitution now have
@[VARNAME] syntax, and use tests/atparse.* for
variable replacement. <br>

Item #4 simplifies several scripts and has a number of
advantages. However, it is primarily for forward
compatibility to the new regression test suite so that
the old and new suite will be able to share the same
input files. The new regression tests suite is NOT in
this commit. That suite will be committed in ~1-2
weeks, depending on feedback from code managers.<br>
