[Ncep.list.nems.announce] NEMS commit

Hello NEMS developers,

there will be update to NEMS github repository tomorrow. Changes are 
related to removing support for Theia and one correction for Hera run 
directory (nightly regression tests).

Reg tests are currently running, and if all goes OK, commit will be 
tomorrow morning.
