[Ncep.list.nems.announce] Small commit

Hello NEMS developers,

there's been small NEMS commit which included Dom's fix in mediator:
form:
specialStringList=(/"off","low","high","max"/), &
to:
specialStringList=(/character(4)::"off","low","high","max"/), &

Also small change in module-setup (related to finding whether we are on 
Theia or Hera machine).

Commit is 33b414a657f07e302712ce9c4ed55db2bbff593b
