[Ncep.list.nems.announce] Sync of WCOSS NEMS Data is Still in Progress

Hi all,

The NEMS data is synced between the WCOSSes, and the nightly tests are
running again.  There are no unexpected issues.  All compsets are passing
except one NEMSfv3gfs test that usually runs past its wallclock limit on
Phase 2.
