[Ncep.list.nems.announce] Upcoming NEMS commit

Dear NEMS developers,

NEMS and Supported apps are updated. All tests passed on all supported 
machines.

Additional changes:

     7. Compatibility of NEMS with ESMF versions 7 and 8.0.0_bs 21

     8.  NEMSfv3gfs/compsets/gaea.input - updated BASELINES date.
