[Ncep.list.nems.announce] Theia nems CPU time

Hello Arun,

in first 20 days of April nems account got to windfall in CPU time on Theia.
Could you please ask someone to transfer some CPU time from fv3-cam or 
fv3-cpu accounts.

Here is current usage:
