[Ncep.list.nems.announce] Impending NEMS commit

Hi all,

We're commiting a change set to the NEMS master soon, from Jessica Meixner
and Denise Worthen.  The changes are in the FixFreezeMeltDatm and are
detailed below.  We expect to commit between 3 PM and 5 PM Eastern time
Thursday, if all tests pass.  Final testing is happening now; Theia tests
have completed and passed while other platforms' tests are still running.

The changes are as follows:

* Add NEMSAppBuilder options for the data atmosphere DATM
* Add variable to field definitions for freeze-melt potential related
variables
* Add capability to pass compiler variables to FMS which is needed to build
32 bit option
* A switch is added to stop the curr garbage intro/extro dumps to the PET
logs.
* A couple of extra messages are written to the logs about which connector
is which.
* PET log messages with 'lstring' in them were moved because they were
undefined
* The mediator dump fields were wrapped to work with either FV3 or DATM
using an ifdef.
