[Ncep.list.nems.announce] new NEMS build system is in the master

All,

A fix is available for this and will be in the next wave of build system
commits.  You can see them in the "build-update-wave2" branches of NEMS and
NEMSfv3gfs.  I'm going to wait a little longer before proposing that branch
for commit, in the hopes that I'll hear back from some more users.
