[Ncep.list.nems.announce] completed rsync of regtest/compset data on WCOSS

Hi all,

To any of you who were waiting for it, all of the compset and regression
test data for the NEMS on WCOSS has been synced between the Reston and
Orlando facilities.  That means, whatever worked before the production
switch, should now work once again.
