[Ncep.list.nems.announce] NEMS emergency fix

Hi all,

There is a "git remote show origin" command inside the NEMSAppBuilder,
which causes it to connect to the VLAB server.  The fix is trivial: change
that to "git remote show -n origin" which will used cached information
instead.  Ironically, I cannot work on this while VLAB is down.
