[Ncep.list.nems.announce] Urgent nems commit to resolve WCOSS issues (and add @ in compset names)

Hi,

I have to commit a change to the NEMSCompsetRun to compensate for a recent
WCOSS change that broke nohup handling.  The change is in NEMS/tests/rtgen

Also in the commit are two low-impact changes:

1. Compset names can contain @
2. "compset" is an alias for "test" when defining compsets in your
compsets/*.input files.

It will be committed after it is tested on all five supported platforms
Monday.

Note that the "fv3_ at ." compset will be removed before I merge to the
trunk.  It is in there to test the support for @ in compset names.
