Sorry about the delays.  I've communicated to Mary Hart that the WCOSS
issues have delayed this commit and other recent FV3 and NEMS work.  She
and Andrew are tracking such issues for NCEP management.  If your work is
delayed due to the WCOSS issues, please contact Mary or Andrew and let them
know.
