[Ncep.list.nems.announce] NEMSfv3gfs commit not quite done yet

Hi all,

The commit I'm doing to add FV3 support is not quite done.  I'm doing a
final re-retest of my FV3 commit in an on-disk area on Luna before
committing.  My Luna jobs have been waiting in the queue for a while.  It
may be several more hours before they get through.

The corresponding commits to produtil, the NEMS trunk, and NEMSGSM are done.
