[Ncep.list.nems.announce] Impending NEMS commit

Friendly NEMS developers,

I'm going to commit to NEMS tomorrow (Jan 4) at noon eastern time.  This
commit will:

1. Create the WAM-IPE trunk
2. Add bug fixes and more documentation for the new test/compset runner.
3. Add the following capabilities to the test/compset runner:
3.1. Auto-detection of the most empty ptmp on WCOSS (mmlsquota)
3.2. Tracking of whether the executables changed during the test suite.
3.3. Improved project selection for core-hours on Theia (thanks to Valery
Yudin for help debugging)

This modifies three apps' trunks, the NEMS trunk, and the "uncapped" branch
of NEMS.  The branches are here:
