[Ncep.list.nems.announce] NEMSGSM trunk update

Dear all,

Associated with gsm ticket 117:

The NEMSGSM trunk will be updated to point to the latest gsm trunk. Along
with this commit, two bug fixes in NEMSGSM oldtests will be made to NEMSGSM
trunk, the NEMS ticket is:

https://svnemc.ncep.noaa.gov/trac/nems/ticket/215

You are encouraged to review the code changes at:

https://svnemc.ncep.noaa.gov/projects/nems/apps/NEMSGSM/branches/nemsgsm_bugfix

Please let me know if you have any comments/suggestion. The code will be
